Billy was a great boss for me in the Department of Enterprise, Trade and Employment. We worked hard, but managed to have a great time at the annual conferences of the International Labour Organization in Geneva, Switzerland and at the Council of Europe in Strasbourg, France. Billy, the late Mick Pender and myself were a great combination.
