The INMO and the Forsa health division will be asking its executives in the coming weeks to approve a plan for industrial action.
A joint statement says both unions, which represent 72 thousand staff in the public health service, are now in the planning stages of the dispute.
The action is being taken in response to what the unions say is a staffing crisis within the HSE.
