The Irish Wheelchair Association says people with disabilities need an Emergency Winter Payment so they can afford food and heating.
The group says people with disabilities have been left 1,400 euro worse off since Budget 2026.
The decision not to include one off payments for electricity credits and the disability support grant means many of its members will struggle in the months ahead.
National Advocacy Manager Joan Carthy says they need help immediately.
Ciaran Mullooly says passengers should also be given a government apology.
