People who sell cigarettes and vapes will need annual licences under a new system.
The Health Minister Stephen Donnelly's announced the legislation will take effect on February 2nd next year.
Regulations set the annual licence fee at 1,000 euro for the sale of tobacco products and 800 euro for the sale of vapes.
