Opposition TDs have called on the government to ensure 'people' are to the forefront of guidelines on Windfarms.
Taoiseach Simon Harris told the Dail new guidelines will be in place by the end of the year.
A protest was held outside Leinster House earlier by local community groups concerned about the impact of turbines on locals.
