The Defence Forces deployed ships and aircraft this week after spotting Russian government ships off the west coast of Ireland.
The Irish Times reports the Air Corps and Navy were sent to monitor the two ships capable of interfering with sub-sea cables.
But it said the ships' movements were the likely result of poor weather avoidance rather than anything sinister.
The vessels remained under surveillance until they left the Irish Exclusive Economic Zone.
