Some people are afraid to attend hospital Accident and Emergency Departments because of the fear of being left on a trolley for hours.
Galway East TD Sean Canney made the comment, after figures released by the Irish Nurses and Midwives Organisation show overcrowding in hospitals reached a record high last month.
There were over 8,700 patients on hospital trolleys nationally during the month of April.
Hospitals along the western seaboard had the highest number of people on trolleys, waiting for admission to beds - with Limerick, Cork, Sligo and Galway University Hospitals the four most overcrowded.
Independent Deputy Sean Canney said the situation needs to be rectified immediately.
