Anthony Staines says the world was warned that unless vaccinations were provided to poorer countries, dangerous mutations would occur.
He was speaking in light of the emergence of Omicron, a new Covid-19 variant of concern.
The Department of Health has said that NPHET's Epidemiological Team is meeting regularly this weekend to monitor the Omicron variant situation in Europe, and is "currently considering further required measures".
Professor Staines said being vaccinated provides a much better chance of surviving the disease.
