The Minister for Children says he believes women who gave birth in Mother and Baby Homes had no choice in agreeing to adoption for their children.

However, the Commission has taken what Roderic O'Gorman calls a 'legalistic' approach to the term 'forced adoption.'

That's one often used by the survivors of these homes - they claim the practice was widespread, despite the report noting 'little evidence' of it.
