The Health Minister Stephen Donnelly says regulations are being drawn up to make face masks mandatory in shops.
Customers now have to wear face coverings in all shops and shopping centres.
But it's unclear how it will be policed and what penalties will be enforced.
The group representing independent grocers, supermarkets and convenience stores says there must be some kind of fine or penalty in place for the minority of people who will refuse to wear a face covering,.
While wearing face coverings is mandatory in all stores, penalties for breaching the rules have yet to be finalised.
Tara Buckley, spokesperson for RGDATA, told Midwest News that she believes most people will comply, but penalties will be needed for those who don't.....
