Convention

  • The Mayo GAA County Board accounts for 2018 have been released to the media ahead of tomorrow’s Convention in Kiltimagh.

    Gross surplus for the year is down slightly from €3,243,824 in 2017 to €3,169,213 this year.

    However the Excess of Income Over Expenditure for 2018 is up from €43,481 last year to €135,283 this year.

    Gate receipts for 2018 are up by over €100,000 on 2017 – from €450,576 to €557,496, with the County Championships and underage fixtures all seeing increases.

    Sponsorship is also up from €537,445 to €600,219.

    While the County Board Draw is down from €202,800 to €196,777 and Cairde Mayo Fundraising is down from €718,449 to €407,374 but there was the difference of an All-Ireland Final appearance in 2017.

    A number of motions are also down for discussion at tomorrow’s convention:

    Motions 1 - 4

    Games U20-U21 (CCC)

     

    1. Aghamore Gaa Club would like to propose a motion of playing the under 20/21 group stage championship matches in February/March. (U-20/U-21)

    1. Aghamore Gaa Club would like to propose a motion of changing the underage structure to under 13, 15, 17 & 20 age groups. (Underage & U-20/U-21)

    1. That the U-21 competition be changed to a knock out format in 2019, and if possible, to be played early in the calendar

    1. (U21) That, in the event there are in excess of 32 competing Clubs, the 2019 competition be graded into 4 levels: a group of 8 at A level, a group of 8 at B level, a group of 8 at C level, a group of 8 at D level and the remainder at E At each of the A, B, C and D level, the teams be divided into 2 sections of 4 teams per section. Each team in each section to play all other teams once. The top team and the team in second place go forward to the county semi-final. At E level the group arrangements to be left to the discretion of the CCC.

    Underage/Bord na Nog

    1. From 2019 and each year thereafter, the underage competitions in both hurling and football would be organised as follows: U18, U15 and U13 would play championship and league and U16, U14 and U12 would play league (Underage)

    Team Amalgamations/Clubs/Adult/Bord na Nog

    1. That all requests for amalgamations at U-21, minor or younger grade teams be submitted for consideration to the County Amalgamation Committee on or before the 31st of January each year and all recommended amalgamations from this Committee must be approved by the County Committee (Coilte Magh)

    Motion 7(a) (b) (c) – 8 - 9

    Intercounty Games/Admin/Other 

    1. (a) For all Senior Inter-County Games, the Team line-out (Fifteen Players and maximum Fifteen Panel Members - total thirty) shall be registered with the Committee-in-Charge not later than 9 am on the Thursday before a weekend game for printing in the official match programme.

    Penalty: Withdrawal of Sideline Privileges from Bainisteoir for one game and maximum €5,000 fine on the County Committee, depending on the circumstances

    (b) No Players may be added to the registered Team or Panel after it has been submitted to the Committee-in Charge.

    Exception - A Goalkeeper or Sub-Goalkeeper may be replaced by another Goalkeeper and such replacement shall only be allowed to play as a Goalkeeper

    Penalty for playing,or including on the Team list submitted to the Referee, a player who has not been registered with the Committee-in-Charge: Forfeiture of Game.

    (c) A prescribed Team List (as issued by the Committee in Charge from time to time), confirming the 15 starting players and maximum 11 additional panel members, shall be submitted to the Referee not later than thirty five minutes before the official starting times of the Game and shall only contain the names of Registered Players specified in paragraphs (a) or (b), together with the Team Officials.

    Penalty: Fine on the County Committee - up to a maximum of €1,000 for each minute over the prescribed time.

    1. Two of Mayo’s National Football League home games will be played at a North Mayo venue from 2019.

    1. That the county board detail to clubs the exact amount taken at the gate of games involving the club during the championship season

    Games – Admin General

     

    1. That a club’s official colours be recorded and included in the 2019 Eolaire, and that this must be the colours adhered to when decided who gets to wear home colours if there is a clash (Baile an Tobair)

     

    1. That clubs be fined if not strictly adhering to the numbers recorded in the official programme for all championship matches

    1. Introduce a penalty of 3 points deduction to every team that plays a star player in a Star league Game

    1. Postponed County League Games will have an opportunity to be played within 30 days from the date of the original fixture from 2019 onwards.

    1. Teams that postpone County League Games, Divisional Games and all Bord na nÓg games must provide one alternative date within the allocated time frame to schedule the fixture. Otherwise the game will be conceded by the team who postponed the initial fixture.

    1. That games played in any Mayo GAA competition played in temperatures exceeding 24 Degrees Celsius be subject to mandatory rather than discretionary water breaks for the welfare of participating players and officials.

    1. That it be mandatory for the county secretary to notify clubs of any provision for Extra-Time when fixtures are published or distributed to club secretaries.

    1. That any club forfeiting a league fixture for any reason other than compassionate grounds be subject to relegation from that division.

     

    1. That the Mayo Senior League be restructured in the following manner
    • Division 1 To Consist Of 2 Groups of 8 teams, comprising current Division 1 teams and the top four Division 2 teams. Following the completion of seven rounds, the top two in each group would qualify for semi-finals with the top team in each group having home advantage against the runners up in the opposing group. The League Final would then be contested at a neutral venue between the winning semi-finalists.

     

    • Division 2 To Consist Of 2 Groups of 8 teams, comprising current Division 2 teams placed fifth to twelfth and the top eight Division 3 teams. Following the completion of seven rounds, the top two in each group would qualify for semi-finals with the top team in each group having home advantage against the runners up in the opposing group. The League Final would then be contested at a neutral venue between the winning semi-finalists potentially as part of a double header with the Division 1 final.

     

    • Division 3 To Consist Of 2 Groups of 8 teams, comprising current Division 3 teams placed ninth to thirteenth and the top eleven Division 4 teams. Following the completion of seven rounds, the top two in each group would qualify for semi-finals with the top team in each group having home advantage against the runners up in the opposing group.

     

    • The League Final would then be contested at a neutral venue between the winning semi-finalists.

     

    • Division 4 To Consist Of 2 Groups of 8 teams, comprising the bottom team in 2018 in Division 4, all 2018 Division 5 team and the top three Division 6 teams. Following the completion of seven rounds, the top two in each group would qualify for semi-finals with the top team in each group having home advantage against the runners up in the opposing group. The League Final would then be contested at a neutral venue between the winning semi-finalists.

     

    • Division 5 would consist of all remaining 2018 Division 5 teams playing in three groups of five, home and away. The winners of each group would then play in a three team group to determine Division 5 league champions.

     

    • All regular league rounds to be completed prior to Round 3 of Championship Group Phases.

  • Mayo GAA Convention took place at The Park Hotel in Kiltimagh earlier today.  

    The reports of the various officers were dealt with in the early part of Convention.

    Treasurer Kevin O’Toole has confirmed that 2019 will be his last year.

    There were no officer elections this year.
